More the shoulders and upper arms.

Walking around in a tank-top or an undershirt in public would not be considered appropriate.

A t-shirt on the other hand would be fine.

No. There's nothing that says we have to cover our arms. At the same time, I think it's only respectful to come appropriately dressed to any house of worship.

I've seen Jewish women and men in the summer and they wear t-shirts just like the rest of the people in the world...when it's hot.

I think someone's been pulling your leg.
