I heard that if you scratch your scalp, you can get bugs living in your head, is this true? Could an itchy scalp be from hair spray or other products? I don't have lice and I don't even have dandruff.

nix on the bugs, skin mites that do live on our skin do not cause itch. You probably have either a dry scalp due to the products you use, like hair spray or gels or too caustic a shampoo, or you have a minor fungal infection which can also be caused by caustic hair care products. Either way, you can relieve the problem by using Pine Tar shampoo for one month. This shampoo can be obtained at most supplement stores like Super Supplements, and maybe GNC.

If you scratch your scalp it can be because of bugs living on your head (lice), if your head itches you could have dry skin, or an alergy to the products you are using my suggestion would be wash it with a gentle shampoo like baby shampoo and leave it alone for a day or two stop using hairspray and stuff for a couple of days let your head heal and the use limited amounts of product until you are able to figure out which one is causing the problem.

it may be the hair products drying out your scalp
perhaps switch to other brands or give your head a break & see if the itching goes away....

Someone once told me that your hair might itch because your hair is growing. But i say it could be that your hair is dirty. You could go see a doctor that could help you with your problem.
GOOD LUCK!!!!
