Windows XP, by default, opens JPG files using the Windows Picture and Fax Viewer. When you install other photo programs, they often change the "file associations" in Windows. Adobe Photoshop Album Starter 3.0 is an example.

To change the File Association, right-click on any JPG and choose "Open With >". Then click on "Choose Program..." Choose the Windows Picture and Fax Viewer, then Check the "Always use this program to open this kind of file." Box, then OK.

Now, Windows will use that app every time you double-click on a JPG, as it did when first installed.
