If you manage a sanctuary or some type of rescue & the dogs are being fed and kept up daily, then no.
But if they live in your home, you might want to cut down to 6 [at the most]
Even though you might be providing food for them everyday, 23 is too many to care for by one person. Each dog has its own needs.

I think that would depend on how much property you have and help....animals are very high maintenance....the problem I see with having that many dogs is that you cannot always tell if one isnt being theirself where as with 1 or 2 or even 3 you know their everyday personality....when you can't tell when there is a problem there is a risk of infections, viruses, parasites...etc that can infect other dogs....if you have constant help that can assist you in caring for the pets and also a fair amount of land for them...I dont see a problem. It is not fair to keep dogs locked up in cages simply because one is too selfish to find better homes for them. If you are taking good care of them and giving them the proper food, water, and excercise they deserve go for it. I personally feel like that is just too many though. Good Luck!

That depends on your ability to care for them properly. I just participated in a rescue of 23 shelties, and we have 7 more to get. If I have to come rescue your dogs, yes, that is too many. If your dogs are all clean, happy, healthy, and properly vetted, have all you want. I know some people that shouldn't own one. They can't or more often WON'T get vet care, keep that one dog in a cage all the time, and feed it trash. Numbers don't matter. Care does.

Why do you have 23 dogs?? 23 dogs would be far too many for me to properly care for, and make sure everyone was getting attention, proper exercise and everything else..
If you are properly taking care of 23 dogs, and no one is suffering, no one is sick, you are feeding good food, everyone is happy and thriving.. Then I guess you are okay with 23 dogs.. I myself can't imagine taking care of 23 dogs and being able to do it properly. Do they all sleep in bed w/ you.. Or are they stuck outside or in kennels???

Well sweetie it all depends:
If you are living in a city then yes.
If you are living in the suburbs with a too small of a yard for 23 dogs then yes.
If you live out in the country, whether on the farm or on the ranch and more than 10acres of land, no.
But if you are having trouble paying attention to each one of them individually, exercising them, playing wiht them and training them, yes you have too many.

I think that would depend on why you had that many... Do you breed them, because then no. Do you rescue them and give them a safe place to stay...then no. But do you have that many, in your house just because you like them? Because then i think 23 might be pushing it. But if you can take good care of that many and keep your house clean as well, then go for it. As long as you can handle that much.

State law says 3-4 depending on where you live. Is it too many legally, yes. Is is too many to take care of completely, yes. Are you a backyard breeder or something? Poor dogs, having that many I know that they must be in poor shape.

Many towns and counties have laws regarding how many animals a home owner can have. That said, it depends on the care that your dogs are getting. If they live in a clean environment with plenty of food and water, regular vet visits room to exercise( and PLEASE make sure to spay or neuter them!!), any number is fine. If you find yourself overwhelmed by the responsibilities of feeding them and keeping them healthy, I recommend asking your local animal shelter for help.

Can you take care of them properly? Have the room, pay the vets for shota and they get sick? Are they all neutered? How about attention?Can you clean up after them? If you can then no it's not to many.

If you are physically and financially able to care for all of them properly, no, thats not too many.
Most people cannot properly care for that many.. either they do not have the time, nor the finances to take care of them.
