I work at a provincial college in Canada. Of all my colleagues, only two of us are not native English speakers. Today, when I tried to speak Chinese with the other colleague, my program head asked me to his office and told me that I must not speak unofficial languages at work. Does he has to the right to do so?

I think if you mean it's a provincially funded college, the provincial government (your official employer) does have the right to demand that you speak only official languages, yes. If the province has made no such ruling, I don't think the department head has a right to.

That's a tough one. If you are at work and you are speaking a language your boss does not understand he may think it's just a lot of gossip and not work related. If it is work related, he probably feels he should be able to understand. Since you both speak English, you should speak English as speaking in another language at work could be considered the same as whispering to some people. If you are speaking in another language because one of you are having trouble understanding some work related issues in English, you should bring that to your boss's attention.

no he does not have the right to do that, well then again I'm not sure about Canada however if it's like America then you are allowed to speak whatever language you want anywhere and anytime because it's part of the freedom of speech

You speaking a foreign language at a Canadian college could set up feelings of mistrust... because "who knows what you guys are talking about?"

i don't know in Canada but in USA u can talk any lenguage, cuz it's liberty of expression!!!! but i dont know the laws of Canada
