the break lights works. tail lights to the towed trailer dont work when conected either

could be internal corrosion in the fuse box under the hood. the front control module that is attached to it turns on the park lamp relay. if the fuses bulbs and relays are good, there is a good chance it needs the fuse box. The circuit is internal, the new one will come with a shield that goes underneath to keep out water. I replaced one of these this morning on an '04 for the same problem. Not uncommon.

check trailer light fuses, usually located in engine bay fuse box. see that a lot here...
