Considering "Time" is at the center of everything, I'd say so.

It's a matter of time before a cut heals...

It's a matter of time to heal from a broken heart...

It's a matter of time to hear about that job interview...

It's a matter of time for that check to show up in the bank or in the mail.

It's a matter of time for that roast to finish cooking...

We can't make time move faster. We can't make people do things. We can't do anything without there being time attached to it in some way.

Time is incorporated into everything we do. Time has been the center focus of our existence as humans for years.

So, yes, it is "All a matter of Time". ;)
