does the applicant send the money, application, but with the fingerprints, and a photo?

First, get you a good immigration lawyer that can help you with the forms you need to fill out. The instructions on each form tells you how much money to send in. Then you and/or your attorney will get a notice from immigration telling you they have recieved you applications. Then you will later get a notice telling you what other documents they need on you and if you have to have your biometrics taken they will send you an appointment notice telling you when and where to go. Then you have to patiently wait.

I've been going through all this with my husband for two years and the green card is the only thing we're waiting on now.

Fill out the application and send it in with the passport style photos and the money...I suggest you get an Immigration attorney to help you through the process one mistake and your application will be rejected, sent back and it will take twice as long to fix it and re send it. Fingerprints and your photo will come later after you send in the applications you will get your receipt notices. Then you get your Biometrics apointment. you just send the application and money; the fingerprints and photo come later; they will send you a document telling you to call a certain number and make an appt. by the way, they have a toll free number to answer all your questions and the online site is pretty darn informative as well.
