I think such people are latching on to something to deal with their problems. Whether it be the guilt of their actions, concern for their future, or even trying to sort out layers of psychosis, for some I believe religion is a tool to help better themselves.
Not everyone needs it, but I do think some people require the threat of eternal damnation/reward of eternal salvation in order to straighten themselves out. Especially some of the more troubled minds.

When I hear about people finding god in jail I fist of all want to laugh and then throw up. Then I want to know why god was in jail with them.

No...but i find it amusing how theists insist that, without religion as a basis for morality, society would devolve into an anarchic orgy of rape and murder; yet there are so few non-believers in our nation's correctional facilities...
Is it that atheists are more concerned about harming others, and so commit less crime; or are we just smarter and avoid getting caught?

The movie was made so you would think that. Please don't let movie deceive you.
The truth is when we are forced to slow our life down and we are forced to start thinking about other things and other people instead of our self centered selves, then God can pull us to Him. This happens in prisons everyday. They are removed from drugs, alcohol, pornography and other wicked acts and things. When the mind clears, we are forced to face reality.
