how about a paper saying "just a friendly reminder that tuition is now due" and how you appreciate their prompt attention to the matter.

How about something like this:

Dear Parents,

My name is ____ and I am from the financial aid office at ____. With the school year beginning soon I wanted to send this note to you as a reminder that tuition fees are due no later than ____.

If you have already paid your child's tuition fees then please disregard this letter. For those parents who still need to finalize their payments, then please send them in as soon as possible. If you have any questions concerning your child's account you can reach me by email at ___@___.com or by phone at ***-***-****.

Thank you for your time. I look forward to a successful school year with you and your child.

Sincerely,
________

Post a note in the office window that says - "Have you given us your Tuition checks? If so THANKS! If no then please submit today."
