Good point Corinthian, perhaps my use of the word fair doomed my question from the beginning. It is very true that when it comes to judging a restaurant or say some other objective, a sample may be the best way to judge. There must be some exemptions from this though.

Human nature to judge. Although every religion says that God, Allah, Jevovah is the only one true judge. So in the end we will all be judged by god, allah, jehovah for our wrongs and rights in life. I too wish that people would stop judging others. In this world there are a million God's walking around. (just a pun) . dont worry the signs are all here . The end is coming and the rightous will go to heaven . and so sorry about innocents being blamed.

Fair or not, that is how we as humans make decisions. It would be impossible, for example, to meet and interview every person in France and then make a decision. Nor could I or would I try every dish at a restaurant to decide if their food is good or not. We make educated judgments everyday. This may not be "fair" as some think of that word, but being prudent is perhaps more important.
