Only if it feels like a heartfelt, true compliment. If it's just a line, we can tell, and there's nothing more annoying than some guy feeding you lines. If you really think she has beautiful eyes, then tell her so but be specific. What is it about them that is so pretty?

warning: any girl with half a brain will know if you are putting a line on her.
but it's beautiful when it's sincere.
make sure you also notice her personality/character and comment on that too.

A girl can tell if it's sincere, if you really mean it, she'll be flattered, otherwise she may just think you're trying to be smooth, and for some that's not appealing.

Yes its flattering when said once, sparingly and sincere.
Unflattering and creepish when overly repeated, insincere and used only as a tactic to get in a girls pants.

If you really mean it (and she'll be able to tell) then absolutely. Any compliment that isn't just idle flattery is nice to hear. Everyone wants to feel appreciated.

its some thing guys rarely notice, you know they do stare deeply in your eye and yet so many people may not even know that you eye color is darkbrown and not black or......
and for girls its a eye thing to convey things through a wink a baiting lash and twink and ect, so is asweet compliment
