i tried to buy a runescape membership but it said i need a verification number which it didnt have on the card so i kept trying an nothing worked so i went to the website with the card and it said i hav a current balance of $30 and a available amount is $0 how the hell could that happen if i couldnt use the card and im not even a member yet, i called and talked to this robot dude or w.e and said i have no money left please reload blahhh wtf ..ugh my moms gonna be pissed :/

The difference between balance and "available" may be due to pending transactions. Runescape may have placed a hold on some funds when it tried to get authorization. These weren't completed, so that will fall off in a few days.

The verification number is a 3 digit number printed on the back signature stripe. If yours has more than 3 digits there, use the last 3.

Yeah. That's the problem with some credit cards that claim to be "prepaid". Many times, the companies tack on a bunch of fees before they even send you the card - enrollment fees, your first year's annual fee, etc. By the time you get the card and try to use it, you already have to make a payment - OR - sometimes they'll let the transaction go through and guess what? All the sudden you're over the limit and you are hit hard with all sorts of fees.

My suggestion would be for you to find your original offer or agreement and carefully read the contract. It probably states somewhere in there that "for your convenience" they will charge whatever nonsensical fees to your card. If you cannot find it in writing, call the company and demand to know what's up with your card, as you did not sign up for that malarky.
