Hi I'm italianan, my sister,last year has taken the PET( Preliminary English Test) at the British Scholl of English, but what could she do in Britain whit it? Could she study in a University?
PS:is ther a way to learn fast the past of irregular verbs?

No, she's far from being able to study in a British university with the PET. Most universities require the CPE (Proficiency), and I think all would require at least the CAE (Advanced), so she has another two or three tests to pass (the other is the FCE (First Certificate)), each representing about a year of intense study I would estimate (say, 12 hours a week).
For the irregular verbs, try flash cards. There aren't very many of them that are used much at all.

First find an English teacher at a primary school then come back with your question when you have "Larnt English!

but i don't know anything about PET i know only that in my school we can do it snce 3 class...

It won't get you anywhere. Just stroke it and feed it regularly.
