He disobeyed God. God told him to speak to the rock to bring forth water. Moses smote the rock with his staff instead. God wanted the rock to bring forth water because He told it to not be hit so that the Israelites would think there was water there and Moses just had to make a hole for it to come out of.

Two factors are responsible for Moses not entering the Promised Land. [1] He doubted the power of God to make impossibility become possibility as in the case of striking the rock twice instead of speaking to it, and [2] His anger as in breaking the tablets of the ten commandments given to him by God. He was always having long conversations with God, arguing on behalf of his people, however he was a very committed leader. Moses had a desire for perfection but anger dented his records and God declared,"You will see the land from afar, but you will not enter into it."

That was the main thing. Even Moses, the leader and prophet chosen by God, was required to obey. The reason that he was not allowed to enter the Promised Land was that he disobeyed the Lord’s clear command (Numbers 20:13).
However, it seems that Moses' not entering the land had to do with the sin of the spies, which took place during the Israelites' second year in the wilderness as well. In the context of his rebuke to the Israelites regarding the incident of the spies (Deut. 1:37-38) Moses complains that he, too, was punished on their account and denied entry into the land. "Because of you the Lord was incensed with me, too, and he said: You shall not enter it either."
The episode of the spies appears to have been a test of Moses' leadership. Moses' words here, ""Because of you the Lord was incensed with me, too," prove that his judgment had been poor, and therefore he had to bear responsibility for the results of this unfortunate decision.

The first time Moses was told to strike the rock. The rock was symbolic of Christ Jesus. The water was a symbol of the living water that would flow from a believers heart. The first time the rock was struck it symbolized Jesus being crucified. The second time Moses was supposed to speak to the rock which symbolizes people confessing Jesus as their Savior and receiving the Holy Spirit after His resurrection. Moses got angry and struck the rock the 2nd time too and ruined the picture that God was painting of the salvation He was going to provide in the future, although since God punished Moses for his disobedience the idea that God wanted to give to us still survives and in fact becomes more prominent as a result.

Moses was leading his people thru desert to the promised land (1)there was heat so Moses prayed to God So God fixed Cloud on them where ever they go cloud covered them (2) there was no food so God gaved them food from sky in shape of bird meat and Dew type thing as sweat (3) and there was no water to drink, when he hit the rock with stick 12 springs started from tht rock. so the 12 tribes who were with Moses choosed one for each tribe. later when they reached near the Promised land there Moses told his people that God has rewarded this land to them so conquer you will win, but the tribes declined to do so, they instead said Moses tell God, That God You (Moses) and your stick should go and fight when you will win then we shall enter that Land. we are against fighting and bloodshed. so God astrayed them for 40 years in that desert, ( In this time Moses and his brother Aaron died) after 40 years those tribes childrens got grown up and they were brave so they conquered that Promised land.
