I don't know exactly what you are asking ,,but...
Now days true Christians do not cast out demons.
Jesus did this sort of things for two main reasons.
Firstly , out of compassion for the person and secondly to show that he had Gods backing , shown by the power of the holy spirit.
Jesus personally just had the strength of a normal man , but it was the power of the holy spirit that he could accomplish miracles.
Those days have now passed and just as the Bible says , those miracles would stop.
And they did in the first century.
People that seemingly do miracles now days may have a spirit given power , but it is not from God , rather it is from Satan , the God of this world who is trying to deceive everyone.
God also doesn't create people to suffer.
Due to ones own choices, or the choice of other people or perhaps an entirely accidental reason people can get themselves into serious problems.
The man that you refer to may have been a worshiper of a spirit being , or consulted the demons via a medium.
Either way , God doesn't torment any man.
Rather he provides a way that we can deal with our problems now and offers a bright future ahead if we follow him according to the way the Bible really teaches us.

Unusual in this day and age.
People become mentally ill for many reasons. Sometimes it is genetic, sometimes it's due to circumstances in the patient's life, it can be due to a bereavement, a sudden life change, trauma ...
As for punishing the family ... well, I don't agree that this man was created to 'punish' anyone. It's just one of those things that families have to deal with, and the more real support they get, the better, especially with something stigmatising like mental illness.
Counselling and medication help the patient, and counselling and support help everyone involved.

2) No God doesn't work like that. He was created for the same reason as the rest of us.
That said not all mental patients are demon possessed, far from it. Demon possession is not well accepted or understood in the West but if you when to Africa you would find they don't suffer from that problem.

There was no demon. This 'man of God' was, mistakenly or deliberately, trying to get rid of something that isn't there. Mental illness starts because of a variety of reasons - one is an imbalance of chemicals in the brain. For instance, someone with not enough of a chemical called serotonin will have depression. Demons have nothing to do with it.

Mental illness is not demon possession. This so called man of god is not doing any good at all but rather taking advantage of a sick person.
The mentally ill already feel they are possessed or not normal and this does not help the mental health of the individual at all.

God does not need men to do his work for him.
The man you witnessed was not working for God he was only pretending to. If you are living in England and are from the Africa's please talk to the Jehovah's Witnesses they have a book which explains all about the witch doctor and how he controls the African people for his own advantage.
