I want to be able to defend myself if someone I've arrested meets me on the street.

The majority of departments do. There are some that require the officer to leave the department sidearm in the station arms locker.
More and more departments are establishing guidelines for the storage of a weapon while in the home. This is a result of a some tragic accidental shootings; such as the one in which a five year old picked up Daddy's Glock 22 off the kitchen table and fired a round thru daddy's back, nearly killing him.

Our department never had you leave the gun. They wanted you to take it home and every officer I ever knew had at least one off-duty weapon and most all of them are armed at any given time, on duty or not.

With the new Retired Officers Concealed carry Federal law, officers can carry their gun in any of the 50 States as long as they qualify and are in good standing. This includes retired military and possibly security but can't recall. So, it wouldn't surprise me that at any time, you may be standing near an armed person including legal carry civilians.

An armed society is a polite society.

OF COURSE. Officers are considered on-duty by the state 24 hours a day. Before I was issued my firearm I was issued a locker to store it in at home.

Yes and they have a legal right to carry it 24 hrs a day, seven days a week to any and every place they go.

All of our full time officers do. The summer part timers are required to leave theirs locked up at the station.

I carry my personal weapon with me, or in my vehicle at all times. My choice. Some departments require it (for liability reasons), some don't.
