What can govt or non-govt organizations do prevent losing more homes and lives?

1. Prohibit the issuance of building permits on land which lies in a flood zone.
2. Ensure that foilage and forest are well maintained around the homes of folks who want to build in the woods and are amazed when that forest catches fire and burns their home down.
I live in the American West. Wild fires happen every year. It's nature's way of renewing the forest lands and the soil. We also have floods every year. And, each year, some damned fool will try to drive through a flood area or build a home at the bottom end of the alluvial plain only to be amazed when a newly created river of water courses through his home.
Unfortunately, medical examiners and county coroners cannot list "Acute Onset of Stupidity" as a cause of death.

The government can create and enforce building codes. And people should be able to figure out that if they cannot get fire or flood insurance - they need to reconsider buying the property.

The sad fact of the matter is that you cannot protect people from their own stupidity.

Keep people from moving into the hills or river beds. If they do move in they need to sign a statement release everyone from any claim. Same with people who build on the side of hills.
