i was fingerprinted and mug shot taken, with a summons to go to court, but was not handcuffed and taken to jail. I ended up driving home.

like she said, happens all the time. usually for minor offenses. really happens a lot in small towns where the local police and sheriff know everybody and where they live. why take up the jail space and have to feed you breakfast. they know where to find you. and yes, you have been officially arrested

You were arrested, even if they didn't handcuff you and put you in a cell. You were released on a summons after you were booked. It is not at all uncommon.

I have never heard of anyone getting booked but not arrested. You get arrested, then booked. Who was the booking officer, Barney Fife?

Yes, happens all the time. Most misdemeanors do not spend any time at all in jail.
