I think the best for photogaphers is:

Step by step instructions on video tutorials and the reasons why they are using the PhotoShop features.

They keep a rolling stock of 10 - 15 videos at a time. Check back often. They also have a daily critique of a photo.

Highly recommended. And it's free.

They have a nice collection of tutorials covering all levels. Not all of the tutorials are video, but most tutorials don't need to be. They also have the Photoshop TV archives.
