Art and pictures...such a subjective thing, which is why the "best" spot is the spot YOU choose as being best! There are infinite spots from which to take your pictures, why don't you experiment a bit?
You can go from up high, you can go down low, you can go inside, you can take its reflection off of nearby windows, you can take its massive shadow. You can go a foot away from it, you can go a mile from it, you can go out on the river(s), you can go to New Jersey! One that I enjoyed was with what I call a "duh" sign on 34th Street, east of the building. It says "Empire State Building" with this arrow pointing up to denote "straight ahead." But who needs the sign when the thing is right in front of you just a block or two away? With a wide angle lens and shooting from low, I was able to get that sign and the building in the same shot. Again, that's one of infinite locations.
If there was a "best" spot, somebody would have found it, and nobody else would bother trying anything else, would they?
Find a "best" spot and make it your own! That's what photography is all about, isn't it?

two nice spots from ground level is around 7th or 8th ave and 34 st best in the afternoon when the sun is on the building, in the morning stand on 34 and park or madison when the sun hits the building from the east

top of the rock by far the best. also very good views from liberty Park in NJ. also try the view from bear mt

some place higher grounds! maybe a park, or a hill top at a park!!
over at los angeles, u can get a good view at the buildings
and its only from 1 park, and its the "Mcarthy park!"
so go to a park, find a good spot, and there u go..
