I suppose it means that Jesus is sad at the state of affairs as He looks down on earth. That's why He is weeping in the picture ... do you suppose that His tears will eventually be enough to flood the White House?

It looks to me that the photo is a representation of Jesus and his sadness over the Earth; perhaps the human inhabitants or perhaps the conditions such as pollution, war, famine, floods, etc.

"Jesus Wept" is the shortest verse in the Bible. Apparently the artist is conveying a feeling that the earth is in such sad shape that if Jesus is looking down on it, it would make him weep.
