Manhattan Island is part of New York County. The county also includes Roosevelt Island, the Marble Hill section of what would otherwise be the Bronx, and a few other islands.
Manhattan by itself, however, is NOT "aka" New York City. Residents call it "the city," but if you're in Queens, the Bronx, Brooklyn (Kings County), or Staten Island (Richmond County), and ask people there how to get to "New York City," they can very accurately tell you that you're already there! Manhattan is just a part of NYC.
