An agent can only get his/her 10% if you get an acting job (one resulting from an audition arranged by him/her). They DO NOT get paid a "regular" fee for representing you. If you are not working on a paying acting gig you do not give them money. Managers,on the other hand, DO get paid on a regular basis, whether you work or not. Agents act as brokers/gobetweens between actors and casting directors and producers. They arrange the auditions/interviews and when you're hired, they hash out all the details of your employment from your billing in the credits,to your favorite coffee! Managers,on the other hand, are career advisors. They literally advise actors on what steps to take with their careers, from what scripts to read to what interviews to accept, what commercials to do,etc. This is an ongoing process, which justifies an ongoing salary. So don't worry! Your agent is NOT gonna show up on your doorstep, after six months of you not working ,with a bill and a baseball bat demanding money! Your MANAGER,on the other hand, might! Are you an actress or some other type of performer? As far as I know the agent only gets paid when you do.
