Are they illegal to own or carry? And also are they illegal if they are a paperweight/belt buckle, and if theyre made out of another material like chrome or resin? Anyone know I am completely dumbfounded?

Is the law. All the states enforce this pretty much as written.

Don't let the belt buckle or paperweight descriptions fool you.

If I hit you with a table leg will you just laugh it off because it is actually a piece of furniture and not a bat? Same thing with your paper weights. If I laid someone out using a paperweight you can bet I'm going to jail for aggravated battery.

BTW: I really don't care if you don't like cops. I am going to give you the correct information anyway.

They are illegal if there is any possiblity that you can access them and use them for their original purpose. And it does not matter what material they are made of. If you can insert your fingers through them and use them as a weapon, they ARE a weapon.
You could conceivably make them into a paperweight, if they were affixed permanently to something that would make it impossible to slip them on your hand. Imbedding them in Lucite would be one example.
Again, making them into a belt buckle, you would have to fill in the area that goes over your hand in such a way that they could not be used as a weapon.
I caution you not to follow the advice of the person suggesting that you can put them on a keychain. It would constitute a felony to possess them in such a manner.
