Check to see if the batteries are inserted in the correct directions.
Check to see if there is corrosion on the battery contacts, if there is corrosion, use a piece of plain paper (like laser printer paper) to buff the corrosion off of the areas that make contact with the batteries.
Try the batteries in another device ("new" batteries can be dead, not likely though)
b.
If the remote can control more than one thing, you may have inadvertently pressed a button to control something else, press the "TV" button on the remote and try the TV "On" button.
c.
On the front of the TV there should be a "window" which receives the signal from the remote control (Usually a small rectangle that may have a reddish hue). Make sure that there isn't anything blocking the "window". There needs to be a direct line of sight between the end of the remote and the "window" on the TV.
d.
If it is an universal (replacement) remote, try reprogramming it.

If its faulty, there is nothing you can do to fix yourself, so will need to send to repair shop, or just buy another one.
But before you do that, try what we do at our work:
Take batteries out, hold down heaps of buttons at the same time for a while, then put batteries back in and try?? In many cases it resets the remote.

press and hold the "t.v." button-then press 01,02,03,04,05 etc until it starts changing the channel.
