Wow, you're seriously near-sighted! Mine was -3.5 diopters
and 20/80, so yours must be about 20/160. I agree legally
blind is 20/200. An Ophthalmologist might be able to help
you.

The 20/20 thing is how small a letter is and you can still tell it's a specific letter. If you aren't wearing your glasses or contacts and they want to see how well you see, you won't see very well. You MIGHT be able to see the big E, but maybe not. Without your powerful glasses it's how Bad you see. With your Rx it's how good you see. (the one that counts is the good one). Normal people see 1 degree.
The -7.00 is the power of the lens you use to neutralize your already too powerful eye.
The way they do it is a measure of distance. How close to the lens does the lens focus. The more powerful, the closer.
If your eyes were focused at one meter in front of you, that would mean you are +1.00 too powerful. They'd give you a -1.00 to correct for that.
If you were focused at a half meter, you'd be +2.00 too powerful and would need a -2.00 to correct it.
third of a meter...need a -3.00
forth of a meter....need a -4.00
fifth of a meter....need a -5.00
You use a -7.00 so you are already focused at 1/7 of a meter in front of you and even closer if you want to, but not further. That's about 8 inches from your eye. Use the -7.00 glasses and the light at distance comes into focus. Trees DO have leaves!

here's the good news:
You can improve your eyesight by simply learning, naturally and practicing the correct way to see for a few small minutes a day.
You can check this method based on a scientnfic researches : http://www.goobypls.com/r/rd.asp?gid=413
if glasses are worn continuously over time the poor vision will generally become worse. Essentially what glasses do is lock the eyes into their refractive state and in order to see through your lenses you have to maintain the poor vision that the lenses are designed to correct.
"Restore my vision? program you'll be taken by the hand, it shows you how to improve your vision naturally, permanent and complete solution.
Even the American Optometric Association has been forced to admit these things!
The secret to restore vision naturally
