Probably because the secular countries provide enough freedom of inquiry for science to prosper.
If one is in a very religious country then one has to worry about offending the priests, mullahs, etc who run the country and who can make ones life absolute hell if pissed off while those who aren't in religious countries don't really have to worry about whether what they find matches what the religious leaders want to hear.

It is caused in the non seculer countries all efforts should be balanced between secular and non secular.The non secular people their attentions and efforts are divided into 2 matters not so focus on the great scientific advances only..
