The cookies might have been sugar cookie batter, not "choc. chip cookie" batter.

Eggs contribute to browning. Perhaps the recipe does not use eggs.

Use a sugar cookie recipe and add chocolate chips.

2/3 cup shortening
2/3 cup butter
1 1/2 cups white sugar
2 eggs
2 teaspoons vanilla extract
3 1/2 cups all-purpose flour
2 teaspoons baking powder
1 teaspoon salt
2/3 cup chocolate chips
DIRECTIONS
Preheat oven to 350 degrees F (175 degrees C).
In a medium bowl, cream together the butter, shortening and sugar. Stir in the eggs and vanilla. Combine the flour, baking powder and salt, stir into the creamed mixture until dough comes together. Roll dough into walnut sized balls and roll the balls in sugar. Place them on an unprepared cookie sheet about 2 inches apart.
Bake cookies 10 to 12 minutes in the preheated oven, until bottom is light brown. Remove from baking sheets to cool on wire racks.

Well, given what's normally in a chocolate chip cookie I would say that it's the brown sugar mostly that gives it that tan or brown color that you're talking about so maybe if you just use white sugar you could lessen the appearance of the brown color but it will still brown a little when you bake it, unless maybe you cover them with tin foil? Maybe you should just ask your lunch lady what her secret is...

You can cook plain sugar cookies w/o the chocolate chips OR there are some stores that sell white chocolate as opposed to the dark chocolate. Good Luck!

Add ingrediesnts as listed. Mix well. Fold in chocolate chips. Bake at 350 degrees for 10-15 minutes.

Use a shortbread base, with uncolored margerine or lard. That will give you a white cookie, and simply add chocolate chips before you bake the shortbread.

Bake longer at a lower temperature is right. You just have to get the right time and temp.
