Absolutely, and make sure you acknowledge the true author.

However, be cautious of using quotes in speeches. The only time I've ever had audiences groan is when I've used quotes. If you use one, make it short and sweet.

Possitivily! If you are doing it in writting, you must use "-------" this marks between the phrase that you are quoting. Also you can make reference from who your are quoting. If you are talking, you do the same but you must have two free fingers to raise them up and bend them half way.

yes, as long as you make it clear that it is a quote (and give the appropriate person credit)
