If you use the card for purchase, no you can't. The card has to activate before you can use it.
It will take at least 3 weeks for the card to send out.
If you use the card for balance transfer, you don't need to have the card if you call and verified the information. They would accept the transfer but it won't go through until you physically have the card in your hand. The company wants you to read all the terms and conditions before they release the money to your creditor
