If you mean class 3 license, you must have one if you are a dealer and wish to sell certain firearms or accessories, ie. full auto, short barrel rifle or shotgun, silencers.
If you mean to own a Class 3 weapon or device, there is no necessity, other than the fact you want one.
You have a lot of hoops to jump through to get the tax stamp from BATFE, and even more depending which state you live in.

Federal law does NOT require ANY 'justification' for possession of a 'short-barrel' shotgun, or any other Class 3 destructive device.
Although they should NOT, some state & local authorities DO, and you should enquire to your local Class 3 dealer, NOT to BATFE, they get very annoyed.
If you actually had to USE such a weapon in some 'bodyguarding' function, there would probably be some severe legal problems from one's opponent(s) and/or their survivors, as well.

What is your question?

What is needed to get your Class III dealers license?

What is needed to purchase Class III weapons?

What is the need for a Class III weapon?

I don't have to or feel the need to justify my tax stamp collecting to anyone. Nor should you, the Second amendment says we can.

All you have to do is fill out form 3 in some states, form 4 in others, neither form asks for a reason, just you identification information and qualifying questions. Very similar to the ncic form you fill out for a background check.

Class 3 guns are often sought after by non-military/non-LE for purposes of collecting or having fun. I think that it would be overkill to state that you want one for something like self-defense. Remember that the feds just want your taxes for class3, but that local police chief/sherriff wants to hear a good story and self-defense is not one of them.
