It means after you wash it, towel dry it so it is damp aka moist.

common sense would say yeah! but yes, i would towel dry it and maybe blow dry it a bit to get some of the MOISTure out of it..and then put the gel in and dry it the rest of the way

don't put it on directly when u get out of the shower cuz it just won't hold as good, wait like a half hour and them put it in, unless ur a towel dry and put it in right away

It means wet, but not dripping on the floor wet.
Towel the hair off, then apply.
You wouldn't think it would be that hard to figure out...

Well, damp. Towel dry it first before applying.
