If you learn the basics of the lay-out of a fret-board you will eventually learn the entire layout.

First, pay attention to the string notes on a standard (E) tuned guitar. E-A-D-G-B-E

Then, if you just go by the "musical ABC's" it will all come to you.
A A#/Bb B C C#/Db D D#/Eb E F F#/Gb G G#/Ab and so-on
(Of course the #'s and b's signify the sharp and flat notes) Notice there is no B# or Fb.

E -- fret one is F - fret two is F#/Gb
A -- fret one is A#
D -- fret one is D#
G -- fret one is G#
B -- fret one is C
E -- fret um... (three) for instance is G
and so on...

All people will learn theory and progression at different rates so it is difficult to say how long it takes. But, if you just apply these basic truths and stay on it you will become affluent in no time.

Oh, and... practice, practice, practice!

Memorizing should not REALLY be all that hard. For the most part, if you just look at memorizing your whole notes, the sharps and flats will just fall in place. Tips? Just realize that you are using the alphabet: A-G and that you just keep repeating. AND, most chords are made using the scale's odd numbers:1, 3, 5 & 7. Just keep practicing your scales.
