Here's the deal: if his girlfriend is staying there every night (or even the majority of the week) she is taking away from your life. Period. She is using utilities and probably eating food as well.
It's time to sit your roommate down and explain that if she continues to stay there, she will be charged 1/4th of the rent (now rent will be devided equally among 4 people). Further, put this expectation in writing and make him sign it. If he does not agree with it, then he needs to either move out, or not allow her to stay there.
I give you this advice because it has happened to me before. At one point, this exact same thing happened and the cost of the utilities jumped up in price 50.00. It's ridiculous to pay for his girlfriend.
You might also consider making a few more rules about "overnight guests" and whether you'd even allow that or not.

When my husband had an apartment, his roommate had his brother staying over every night. He was charged. It should be fair and equal. If she is using the apartment and the utilities, she should pay her share. So, if there are now 4 of you, her share is 25% of the rent.

yes it is fair and I think that 1/2 of his rent would be fair and you should tell her that if she insists on staying over then she needs to pay 1/2 his rent. I think she will be going home more if you tell her that . good luck .

if she is using up the water, using up electricity and eating your food, then yes. u say she is staying over every night so ask your roomate what are his intentions with his new girlfriend. Be up front with, tell him is disrespecting......or....you could just raise his part of the rent bill so he pays for both himself and her, also.
