There are some more foreign-based banks such as HSBC, Standard Chartered, ABN Amro, but none of them are American banks.

I don't think you're looking for the investment banks such as JP Morgan Chase, Goldman Sachs, Merril Lynch or Morgan Stanley. Right?

Citibank is available in south korea. I'm not sure if you can link your account with an account in the US. Check with your local Citibank here before going to Korea. Anyway, in order to wire transfer funds to the US your local bank will need your signature on file.
If you have a bank card from the US with a 4 digit password you can use that card pretty much anywhere in the world. I used my Citibank card in Korea before Citibank took over the ailing Korean bank. I think it Seoul Bank but I'm not sure.

I use E*Trade bank in the states and in Korea. I love it, has lots of agreements with local Korean banks, and I can decide to move my money into US dollars or back into Korean Won with the type of account I have.

Will you be stationed on a military installation? If so, there are several American banks to choose from.

In Busan I have not seen any American banks.
