Both cost under $100 and have 90% of the features found in full-blown photoshop. You can even find earlier versions on Ebay for less than $50....
The previous poster has already mentioned GIMP, which is a free download. It's a complicated program with a steep learning curve compared to the two earlier packages, but obviously the price can't be beat.

The obvious answer is Photoshop Elements. No one has mentioned Microsoft Digital Imaging Suite, which actually does a few things better than Photoshop (and a few not as well) for around $100.

Lightroom is amazing. It's a lot like Photoshop as it is from Adobe only it's a lot cheaper and so much less confusing. If you are in school or have kids in school, you can get a huge discount from journeyed.com. I got my copy for $100.

search yahoo or google for picasa2 its downloadable & free and you can do virtually anything with it ! have fun i love it...gimp works but it takes time to figure out and is extremely commplicated

well you could try GIMP (www.gimp.org) its very similar to photoshop
or maybe you could go to paintnet(getpaint.net) its an online version basically. It helps you edit and manipulate your photos.
