you need to have a commercial grade kitchen to make and sell food. talk to your local health department to find out how to get proper licensing.

Generally, you cannot, in accordance with state health laws, produce food for sale to the general public if that food has been manufactured in a place where common food is also prepared for a family. You need a special place where the manufacture of your recipe is the only thing done there. Cross contamination and too many other things to list are the concerns of big brother. Does that mean you can't produce and sell your product from your own kitchen? Certainly not. It is just that you will have to do it on the sly without giving your local government the benefit of knowing about it.

Start with a call to your city's or county's health department to find out what the code (law) requires for a commercial kitchen where you live.
They'll probably have certain standards for cleaning preparation surfaces, temperatures and soap requirements for cleaning pans, bowls, and such, and maybe even requirements about loose hair. Step one is to see if what's required is do-able in your own kitchen.

in some states you have to have your kitchen inspected, but if you just want to sell a little bit at craft sales or farmer's markets you'd probably be okay
