Be patient and check out Petfinders.org and Petharbor. They both have lots of dogs looking for homes. Too many people are impatient about getting a dog and end up with the wrong breed or wrong dog. I looked for a year for my second Rottweiler and he was one of the best dogs ever. He earned several titles and did well in Personal Protection and Schutzhund training. Many breeders place their retired show/breeding dogs for a small fee, usually the neuter charge so ask around a breeder. AKC.org has the parent clubs info and most clubs do rescue and they often just do a direct placement instead of having the dog come into rescue then go be placed. I've always had MinPins with my GSDs, Rotties, Dobes and Lab and love having both sizes.

I find it a little disturbing that you say you want an "inside" dog. Does that mean your Rottie is currently and "outside" dog? Are you waiting for him to die so you can replace him? Few dogs cost less than 100 dollars, certainly nothing purebred like a King Charles. Even when you adopt from a shelter there are adoption fees and the basic cost of owning a dog - including food, vaccines, heartworm and flea prevention, spaying and neutering... and that's if the dog is healthy. Save your money for your education - I don't think you're a very responsible pet owner.

Most King Cavs go for as little as $500 for a rescue from a breed rescue (if you knew the vetting that goes into them, this is a bargain), less to get a probably sick one from a puppy mill (then you will know the meaning of vet bills!), or anywhere from $100 or more from a humane society.
My best suggestion is for you to save up until you can afford one or get on petfinder and save one there. Here is a link to a guy in Tenn. if you live nearby, you can swoop down and adopt him!

You know, I have a huge issue with people "buying" pets. shelters are excellent, and most do require a donation in order to keep the shelter running. And if you are intent on getting a purebred( what is peoples aversions to mutts? They are great!) then I suggest a rescue organization. There is one for just about every breed. And don't kid yourself that you HAVE to have a pup: an older dog will be just as loyal, and you don't have to go through all the housebreaking again. . .

The best place to get a dog for that price is at your local shelter. Any breeder is going to want way more than that for a Cavalier. But the shelters have cute dogs that are usually really cheap. You could also look on petfinder.com.

Shelters are your best bet for a vetted, vaccinated dog...but are you willing to spend -several- hundred dollars or more over its lifetime on its care if it gets ill?
If you want a free puppy ask your friends, someone is bound to know someone who has a accidental mixed litter. Of course it won't be the breed you want and it won't be free by the time it gets its shots wormed, heartworm tested, heartworm preventative, checkups yearly, dental cleanings, spayed or neutered....

Check the pound. Most small dogs cost tons of money. I don't know why, but they do. Lots of times, small dogs are given to the pound because they are so barky. I got two of them and I love them to death. Had I not rescued them, they would have been put to sleep.

Your not going to find a small dog for that kind of money not even a mix or one from the pound or shelter. Save your money until you can get a dog you really want.

First check at the local SPCA: Chances are very good they might have a dog that fits what you want.
If not, check your local newspaper: There are frequently puppies and dogs available for free to good homes.
Good luck!
