Dairy products are the only thing that can neutralize capsasin (what makes spicy things spicy) The colder and thicker the better, so milk, yogurt, sour cream, etc will work but ice cream will work the best.

Dairy products like milk or ice cream usually helps. That's because 'spiciness' is a sensation (not taste) in the tongue - the smooth, fatty texture of dairy helps to mellow the sensation. Water can only wash away taste.

Well generally you'd have to eat something to counteract the spiciness of the food. "Tricking" your taste buds so to speak.
Generally drinking milk will eliminate the burn of the spicy food... though if you're at a restaurant and it isn't readily available sometimes eating bread will counteract the burn.
