About 1/4 of Canadians have French as a first language. The vast majority of these live in the province of Quebec.
Schoolchildren in Canada all learn French as a second language (unless it's their first language), but most of them only have French for a few hours a week for a few years of school, don't really learn a heck of a lot, and never speak it outside of school.
I'd say only about 40% of Canadians can actually hold a conversation in French. Statistics Canada on the other hand says 33%. You might trust them more.

No, that is not true.
Most Canadians are either monoligual (English-only) or bilingual (English & French)
Outside of Quebec (the region in Canada with the highest Francophone population), everyone pretty much speaks English.
Many children and teenager, however, are taught French as a second/foreign language in schools. They're not taught European French but rather Canadian/Quebecois French.

No. In Quebec, everyone is required to learn French. Elsewhere, there are many Canadians who speak English exclusively.
