My Cessna 150 POH sometimes brings this up, like "CAR part 3".

In Canada, there are the CARS, Canadian Aviation Regulations, but this looks like a different thing.

Same thing, only older. In the beginning was the CAA. (Civil Aviation Administration) Their rules were CARs.
Then came the FAA. (Federal Aviation Administration.)
The Federal Aviation Act of 1958 created the group under the name "Federal Aviation Agency", and adopted its current name in 1967 when it became a part of the United States Department of Transportation.

CARs were the old Cival Air Regulations the part 3 refers to a specific segment of the regulations the FAA adopted much of the existing language from the original preambles in later in Title 14 of the Code of Federal Regulations (14 CFR). To see more in depth what took place read from this link.

It is the old FAA's FARS .
CAR part 3 is now FAR part 21 or 23 cannot recall

Car refers to an alternate mode of transportation when you are unable to fly.
