I think it means what you confess with your mouth. That law of attraction stuff is in the bible; it isn't anything new. Whatever you hinder on earth will also hinder in heaven. So, let's say you say with your mouth that you will forever be poor, well, you are hindering your prosperity by saying that, therefore it's hindered in heaven, the angels can't act on your behalf.
Whatever you loose on earth will also be loose in heaven, same applies. So if you say that you won't be poor forever you are loosing the devil's hold on your life here on earth and allowing the angels to act on your behalf. YOU have the power. Same as that law of attraction. "put out it there in the universe; if you attract negativity with your mouth that's what you will attract." Nothing new, except the bible has always said that.
