No. Evangelicals are in all denominations, and a lot are in non-denominational groups. It just means that their main emphasis in doctrine, belief and practice is taken from the New Testament with special emphasis on the Gospels ("evangels"). The word has become twisted by the media to mean "fundamentalist" though that is not necessarily so.
There are "evangelical" anglicans and there are "high" anglicans--those place more emphasis on rituals.
There are as many different interpretations of the word "evangelical" as there are people who would call themselves that.

Evangelical Protestants are Protestant Christian who go around spreading the Gospels and preaching the Gospels as well. Some hand out booklets and pamphlets. Think of Jehovahs Witnesses just to name one group of Evangelical Protestants. More or less that's what Evangelical Protestants are.

As a Christian we are supposed to spread the word this is Evangelical. I can not do it I think because my gifts lie elsewhere. Chasing someone down the street or banging on doors at tea time threatening people with eternal damnation them is perhaps not the best way. Public preaching at say speakers corner is, but people will only come when they are ready which may be years down the line.
Sadly the happy clappy C of E faction drives me up the wall because I find that a more formal service is of grewatre help

The ministry of Evangelism is given of the Lord. Protestant isn't really part of that. Protesting is protesting idolatry or corruption in this case. So, it could be a part of an Evangelism ministry because the Lord has called someone to protest idolatry or moral corruption.

the church of England is catholic they don't answer to the pope but the monarch of England. their are Evangelical factions in every church but a Protestant church is very stark not like an orthodox or catholic church.
