I assume you are talking about healing. If so, this is an ancient method of healing. If you are talking about ordination to the priesthood, it is when a priest lays his hands on the shoulders of a person who is to be ordained, the idea being that Christ laid hands on his disciples, and they laid hands on their disciples, etc,. in an unbroken chain to all Christians today. If you are talking about something other than the above, run. You've probably run into a pervert. (Just kidding, but you know what I mean).

If you were to say, "don't you dare lay a hand on her" It would mean, Don't hurt her. When you "lay your hands" on someone, you are usually injuring them in some way or making them feel uncomfortable.

This phrase can mean different things in different contexts.

If a person threateningly says, "wait until I lay my hands on you," he means you harm.

A doctor or other healing practitioner might lay hands on you in a healing way.

And, in a religious vein, the elders of the church might lay hands on you and pray to effect religious, psychological, or physical healing.

Heb 6:1-2
1 Therefore leaving the principles of the doctrine of Christ, let us go on unto perfection; not laying again the foundation of repentance from dead works, and of faith toward God,
2 Of the doctrine of baptisms, and of laying on of hands, and of resurrection of the dead, and of eternal judgment.
(KJV)

It is a spiritual thing. It means that someone is laying hands on you to bless you and not hurt you.

When you put your hands on people it is an offense and means a fight is about to occur.

This just means touching you in any way. It doesn't necessarily mean violently or anything, although that's usually the context that most people use it for. ex: "don't you lay a hand on me"= "don't you touch me".

It means someone has hit you. It is considered a crime to hit another person. If a person strikes you, you can have them arrested on charges of assault and battery.
