There are actually 2 taxi stands. One on 7th ave and one on 8th. If you are going uptown, go to the one on 8th (just south of 33rd), if you are going downtown, use the one on 7th.
It is almost always easy to get one except during rush hour and when it is raining. You will get one sooner or later, but you might wait 20-30 minutes (worse case)

You could actually walk it (its about a mile or so). I do it all the time, but from Penn to Grand Central. What I usually do (if its raining or I get lazy) is take either the 1,2, or 3 trains up one stop to the Port Authority Station. From there I either take the 7 or the Cross town S to Grand Central. Just reverse it to get from Grand Central to Penn. Take either the 7 or the S to the Port Authority, and take the 1,2, or 3 down a stop. The S and the 7 actually do drop you off at the Times Square Station, but that one and the Port Authority Station are connected, creating one really huge subway station underground. Basically groups of subway lines (1,2,3; 4,5,6; A,B,C, J,M,Z) mean that they run on the same stops (this the the best way I can explain it). They are all separate lines, but they parallel each other, and stop at the same stop, although not necessarily on the same platform (one may be down a level from the other two).

Yes, right outside of Penn Station on Seventh Avenue, there is a cab queue. Just go upstairs to Seventh Avenue, you will see cabs waiting for fares.

You can't miss the cab stand on 7th when you exit the station. There will generally be a line during the day, and a long line if it's raining.

Yes, really easy right outside there is this dude & he directs the taxi's thur u just make the line thur & when its your turnhe finds you a cab, you cant miss the cab's there ALWAYS there lol.

ohh yes really easy there is always stop at 7ave when you come out. you'll see them you wont have a problem getting one.
