Perhaps an Electron Scanning Microscope would be best.

Such a microscope has high enough magnification to see the spores in detail. And with this microscope you can see the surface of the spores, which may be useful in identifying them and characterising how this powder was likely produced.

the sample should be smeared on a glass slide and stained by modified zihel nelssen stain and examined under light microscope with oil immersion lens.
