Is the believer able to know who the non believer is as to the bible?

2Tim.3:1 This know also, that in the last days perilous times shall come. 2 For men shall be lovers of their own selves, covetous, boasters, proud, blasphemers, disobedient to parents, unthankful, unholy, 3 Without natural affection, trucebreakers, false accusers, incontinent, fierce, despisers of those that are good, 4 Traitors, heady, highminded, lovers of pleasures more than lovers of God;
5 Having a form of godliness, but denying the power thereof: from such turn away. 6 For of this sort are they which creep into houses, and lead captive silly women laden with sins, led away with divers lusts, 7 Ever learning, and never able to come to the knowledge of the truth.

It is discernment given from God if one is truly born again or not. Where they are. If they are at the door or not. Or if they are living in willful rebellion.

In these verses, these people are living in willful rebellion. So aren't children of God. So, are unbelievers.

But every Christian, especially baby Christians, may stumble in this a little. Accidently say a bad word about someone, or have premarrital sex with someone. But, if truly born of God, cannot abide in sin (make it a comfortable habit) because of the Holy Seed within. So, they would feel conviction of the Holy Spirit. Where they would repent their sin to Jesus & He is faithful & just to forgive them this sin & cleanse them from all unrighteousness.

This is debated widely; however, the Bible indicates that those living through the end times, specifically the Great Tribulation, will have to make a choice. Those choosing to follow God will be marked on their forehead with his seal. Those choosing to follow Satan and his minions will also have an identifying mark on their foreheads or hands.
