What the NPS does is have a deal with Circle Line. However, if I understand what is happening correctly, at the end of the year if not sooner, the deal ends. NPS I believe is having their own ferry service or getting a new company to ferry visitors over from Liberty State Park or Battery Park City.

You cannot go up to the crown. You cant even get into the statue unless you get one of the highly limited tickets that they have to the top of the pedestal. Although there is talk of that changing very shortly. Who knows whats going to happen come Oct.

The Circle Line does not actually go to the statue. The statue has its own ferry which departs from both Battery Park and from Jersey City, that ferry goes both to the statue and to Ellis Island.

Having said that, I don't recommend actually going to the statue. The lines to get on and off of the boats are very long, the boat is generally crowded, and there is not a whole lot to see on the island where the statue is, just the statue right up close. There is a winding staircase that takes a few hours to go up on (again long line), you can see the inside of the statue and look out of small windows in the crown, a view of the harbor and Brooklyn. There are better ways to spend a half day in NYC than this.

If you want a great view of the statue, try the Staten Island Ferry. It is free, goes right in front of the statue, you can get a 16 ounce can of Becks beer on the boat for $3.50 and sit on the hurricane deck, good view, good picture taking opportunity, a much better way than doing the statue ferry. Have fun.

circle line boats run the service to stature of liberty and Ellis island. the park service has awarded the new contract to the same company that runs the ferry's to Alcatraz in SF the change over will now take place some time after the first of year.
