I don't like to be touched unless I know that person well & this goes for those rabid tickle-you-anyway people.No means no.Most the time, they go for your rib cage & jam their fingers into them.It hurts & it makes me very angry & I'm usually in a bad mood after that.Some people have specific reasons for saying they aren't when they might be.My grandma was extremely ticklish & also had a weak bladder so she'd pee her pants when she got tickled.Not cool @ all!!!

It would really depend on the person and the situation.
If is was somebody I knew and I really wanted to know, I would ask them if I could put that claim to the test to see for myself. If they said "Yes", I would try. If they said "No", I might tease them and let them know that I believe that they are a lot more ticklish than they are admitting to but I would not tickle them unless I was absolutely positive that they were flirting with me and they wanted me to try anyway.
If I did not know the person, I might or might not ask to test their claim depending on my comfort level with that person. Again, I would not tickle them unless I was absolutely positive that they were flirting with me and they wanted me to try anyway.
As an overall rule, I believe that tickling should always be consensual and should always be done with total respect to the person being tickled. It should always be done for the pleasure of the ticklee as well as the tickler.
Unless we are told in advance, we never know about health conditions (weak heart, asthma..) or previous trama (childhood tickle abuse, sexual abuse...) which might influence the way a person will react to tickling.
If a person truly dislikes being tickled, they should be honest when asked if they are ticklish and they should sy something like, "I am ticklish but I do not like to be tickled because it causes an asthma attack", or "I am ticklish but I do not like to be tickled because of some very painful childhood experiences". Then they should add, "Please respect that and don't tickle me".
Frequently, too many people lie about not being ticklish and this tends to lead to other people tickling them in hopes of proving them wrong.
